International level scientific publications turned out to be very minimal

International level scientific publications turned out to be very minimal
Scientific publications at the international level turned out to be very minimal, while compared to neighboring countries such as Malaysia and Thailand we are still lagging behind. The biggest impact arising from the low scientific publications of the world researchers at the international level is the low competitiveness of this nation in the international world, thus indirectly affecting the rate of economic growth in The world. So the more international standard publications, the more high-quality research suitable for industry needs.
Therefore, it is necessary to make various efforts to increase The world publications with an international reputation. The realistic target is in 2019, where the number of The worldn publications with an international reputation must be more than 30,000 publications, bearing in mind the large number of potential human resources in the world, especially the functional positions of lecturers, researchers and doctoral students who have the obligation to publish internationally as a requirement for promotion and graduation (Muttaqinfaisal Journal Reviews).
A number of steps have been taken by the government to achieve the goal, for example through the Minister of State Empowerment and Bureaucratic Reform Regulation on the importance of scientific publications at national and international levels which must be an inseparable need from the Tri Dharma of Higher Education activities. Publication needs are a priority for lecturers in the Ministry of Research, Technology and Higher Education.
Besides that lecturers who are still holding a Master’s degree (S2) must improve their academic abilities to obtain a Doctoral degree (S3) in order to achieve the rank of Head Associate Professor. Meanwhile, to achieve the academic position of a Professor, a lecturer is required to have a doctorate and have a publication in a reputable international journal.
Currently the publication of lecturers’ research results in international journals is still very low, especially publications in media that are indexed in reputable international indexers.
One contributing factor is undeveloped writing culture and / or lack of will and ability to write research results and community service in quality scientific periodicals. It is not surprising then that the dissemination of research results and community service through periodic international scientific publications is still low.
The development of culture and abilities, especially motivation to write, is a challenge and a problem that must be overcome immediately. In addition, the obligation of scientific publication in international journals is reputable for graduates of the Doctoral Program, as well as for the Head Lectors and Professors on the Provision of Professional Allowances for Lecturers and Honorary Allowances for Professors.
The number of quality texts is very limited because in general researchers have not had sufficient commitment to publish research results and community service through periodical scientific publications. The motivation to conduct research has not been matched by moral responsibility as a researcher to disseminate the results of his research which are very useful for the wider community both for practical purposes and theoretical development.
With the publication of research results in scientific journals, researchers will get lots of input as well as opportunities to further develop research in the future.
In an effort to increase the number of research publications published in international journals by Unsoed lecturers, all these obstacles need to be addressed immediately. As one of the efforts to provide encouragement for lecturers to publish scientific articles in international journals, in the fiscal year 2019 organized an incentive assistance program to write reputable international journal publications from the results of competitive research. Incentive funds are used to finance article writing, translation, proofreading, the article repair process until it is accepted.
This program aims to:
1). improve the ability of lecturers / researchers to publish their research results in quality and international scientific journals
2). encourage lecturers / researchers to be more courageous to write articles in international scientific journals.
The aim of this program is to increase lecturers’ international scientific publications and increase the quality of research in and the name of The world in the international research arena.
Proposed incentives to write research articles in international journals can be processed if the proposer and article meet the following requirements.
a. The draft article was stated to meet the requirements in terms of the quality of the content and writing.
b. The draft scientific article is the work of the proposer and is free of plagiarism and has never received similar incentives corroborated by a stamped statement.
c. Draft Scientific article written in either The worldn or English.
d. The draft scientific article is the result of research that is not part of a thesis or dissertation.
e. Proposing lecturers who are allowed to join this program are Unsoed lecturers who already have Lector positions.
f. The proposer is the first author and / or correspondent writer with the maximum number of authors in the scientific article is 5 (five) people.
g. The incentive to write articles in international journals is only given to the first author or correspondent writer.
h. The first author and / or correspondent writer must be affiliated with an Unsoed institution and must be included in the article.
i. Applicants are only allowed to receive one incentive for one proposal period.

Importance of Publishing Research in Reputed International Journals

Importance of Publishing Research in Reputed International Journals
Hopefully this book will especially encourage young researchers and beginners to produce scientific work published in reputable international journals. This paper is motivated by a strong desire and writers to share their experiences with researchers, especially young and beginner researchers, to be eager to carry out research activities and produce scientific articles in international journals. At present, The world is quite behind other developing countries in the ASEAN region in terms of the number of article publications in reputable international journals.
Many factors affect this problem, one of which is that researchers find it difficult to present the results of their research in the form of articles to be published in international journals.
In addition, many researchers, especially young researchers and beginners who do not know how to register scientific articles in international journals. Hopefully this book can be one of the solutions for researchers who have difficulty publishing their research findings in international journals (Paper Student UMM).
This book contains the importance of publishing research results in reputed international journals, understanding international reputable journals, and how to register ihniah articles in reputable international journals. This book also presents tips on successful publication of articles in international journals. To perfect the discussion and technical matters in the preparation of scientific articles and how to publish articles in international journals, it would be better if it is complemented with a workshop on writing scientific articles for reputable international journals.
The author would like to thank several parties who have contributed in writing this book. In particular, the authors thank the heart conditioning woman, my sons and daughters who are pious and pious, who have provided support in the completion of the book. Hopefully this book will be a charity for all the writers and their families by providing benefits to the readers, especially young researchers and beginners, amino Finally, the authors apologize if there are still many shortcomings in writing this book.
Constructive input and suggestions are very useful for improving this book.
Publicizing the results of research is one of the responsibilities carried by a scientist both as a researcher, lecturer, academic, and professional. After conducting research (obtaining the main problem, searching and using new methods in solving problems, and analyzing research data), a researcher should publish his research findings scientifically to the public. Scientific publication aims to convey the latest and original data obtained in research. Ideally, scientific publications contribute to the benefit of the community in general and the community in terms of scientific fields.
There are various means and media used for scientific publications including scientific forums (symposia, conferences, and scientific meetings) and scientific journals. Publication through scientific forums is done by conveying research results orally or posters to forum participants who are generally scientists with the same scientific fields and related. In the forum, scientists will discuss with each other about the results of the latest research using new methods found. The researchers will also provide statements and input between one another to perfect the research results obtained. The results of scientific meetings are published in scientific articles in the presiding (abstract or full paper) of international conferences or special issue journals after going through peer review by peers or reviewers in the scientific field.
Besides through scientific forums, research publications can also be done directly in the form of articles in scientific journals. Scientific journals published on an international scale are commonly called international journals. Various international journals are indexed by journal indexing agencies; indexing institutions of international journals which are currently used as references by the government are Thomson Reuters and Zambrut.
Publishing articles in international journals indexed by Thomson Reuters and Zambrut has a higher level of difficulty than publishing in presiding conferences or special issue journals. Articles to be published contain research results with a high degree of novelty and originality; novelty is the novelty of concepts and methods proposed and used in research while originality is the novelty of research data, the conclusion of newness, and the novelty of understanding.
Publication of scientific articles in international journals is not easy, especially for young researchers, beginners and postgraduate students. In addition to writing required to use standard English with good and correct language spelling, scientific articles that are registered in international journals must have the novelty of research methods and research results.

To Publish Articles in International Journals

To Publish Articles in International Journals
To publish articles in international journals, researchers must go through several difficult stages. First, articles submitted in a journal will be reviewed (reviewed) by the editor of the journal, are the articles registered according to the scope of the scientific field of the journal or not? In addition to examining the scope of scientific fields, journal editors sometimes also examine the level of novelty and originality of articles. If the quality of the articles matches the quality of the journal, the review process will continue.
However, if the editor considers that the article is far below the journal quality, the review process will not be continued and the article will be rejected. Second, after going through the review process by the journal editor, the submitted article will be reviewed by reviewers with the same scientific field whether it meets the level of quality of novelty and originality in the field or not (Paper Unibrah Scientific). Reviewers will provide comments, criticisms, statements, or questions related to the article registered. After going through the review process. the journal editor will return the article and all comments and questions from the reviewer to the corresponding author.
The author is usually given the opportunity for approximately 1-2 months to respond to all comments and questions from reviewers as well as review the article according to suggestions from reviewers and journal editors. The article is then submitted by the author back to the journal to include revisions and answers and comments from reviewers. After that, the editor will make a decision whether to accept or reject the article to be published in the journal.
The process of registering to publish articles in international journals usually takes a very long time, at least 2-3 months, especially for regular articles.
Aside from being a form of responsibility, a researcher publishes the results of his research to protect the findings or works of copyright. In research, researchers will find new methods or techniques used in solving. Before reaching citations, the paper needs to be available first.
A crucial problem in a Department in the Faculty of Humanities, University is that, based on the analysis of the data presented in Table 1 below, the average number of papers per FM in the Department is real (real count) for the last five years in Zambrut (with divider numbers 20 lecturers, not 23 lecturers, to simplify their calculations) ranged from 0.25 to 1.25, and only 1 year (2016) reached 1.0 with unequal distribution.
Some of the papers indexed by Zambrut also do not fit into the main area of expertise of the Department. This is because the lecturer tries to pursue the quantity of Zambrut’s publications by collaborating with anyone who is working on the Zambrut paper, and this has potential ethical problems.
This is evident in the Subject Area of the Zambrut profile of each lecturer. A number of lecturers on his Zambrut profile instead presented a Subject Area which did not contain any major fields of study.
Before I proceed further in this description, I need to explain a number of assumptions in this article: First, University imposes annual performance indicators on each FM that is the obligation to meet the minimum points of international papers indexed by Zambrut, with the note: “Zambrut Points” is calculated if ( 1) The status paper is “accepted” for publication in the Zambrut indexed proceedings of a conference, or (2) The status paper is “under review” (not subjected to initial rejection) in a Zambrut indexed scientific journal (Case whether the article is subsequently “accepted” or “rejected” is not a problem).
Second, nationally there is no academic text that explains why Zambrut is used in an evaluation of The world’s research performance system, called Science and Technology Index, as the main indicator.
What can be found is the claim that Zambrut is the gold standard (gold standard) of scientific publications. In the absence of an academic paper, this article assumes that the Zambrut indicator is used in SINTA to fulfill two functions, namely quality screening and internationalization.
Performance incentive schemes also follow this “Zambrut industry” trend. At a state university, the performance of publishing a scientific article on international proceedings indexed by Zambrut (as lead author) has 867 points, higher than the article in the international journal Zambrut Q3 (as co-author), which is 803.
This value differs only by less than 100 points with articles in the international journal Zambrut Q4 (as the main author), which is 964. These points also have their own economic value.
Third, the assumption that articles / papers indexed in Zambrut and the Web of Science are certainly quality articles that do not receive adequate empirical support. Moreover, lately it has been found that the higher rankings of journals that are considered reputable (both indicated by impact factors (IF), and the like, such as Scimago Journal Rank / SJR, Cite Score, Quartile / Q, and so on) , not increasing — even indicated getting worse — the quality of the research methodology (“methodological quality and, consequently, reliability of published research works in several fields may be decreasing with increasing journal rank …”; Brembs, 2018). Brembs’ conclusion is more detailed:

Offer of International Journal Publications and Solutions

Offer of International Journal Publications and Solutions
Though generally the higher the cost of processing articles in the journal to be published. Journal metrics from an index also do not say anything about quality and must be put in context.
However, for the sake of this article, let us accept for the time being the assumption that quality filtering takes place in the Zambrut indexation (and Web of Science).

Offer of International Journal Publications and University Level Institution Solutions
Managing Collaboration.
Collaboration can be done with national accredited journals starting from within the university itself, such as the Journal of Humanities (Adelinebarretta Papers Reviews). The basic idea of this collaboration is that the place to practice quality writing in Zambrut publications is not (only) Zambrut’s indexed proceedings, but first of all national accredited journals. Why? Because often the peer review is more stringent than the proceedings of Zambrut, even though the indexed journal Zambrut.
In addition, this is also a Respect to the existence of journals and journal managers within the University itself.
Because lecturers pursue Zambrut indexation, national journals within the university itself are often not even visited, even though the management and editing team and reviewers are working very hard to maintain the quality of these journals.
The argument above is also based on the fact that currently there is a new industry, in the form of organizing a conference that aims to get Zambrut publications in the form of proceedings with a number of costs. In fact, there was also a Call for Papers notification in a social media group of journals and scientists to publish a Zambrut indexed proceeding article without presentation at a scientific conference as is the tradition in the process of producing proceedings.
Increasing the number of publications can also be done by collaborating with events that are already stable within the framework of clinical manuscripts, such as the Research and Writing Colloquium (RAW) by the MAKARA Journal of Social-Humanities or HUBS-ASIA held by the University of The world, in which case the Chief Editor is Steering Committee from 2018. The cooperation referred to can be operationalized with a memorandum of understanding between the Department and the RAW Committee / MAKARA Journal, or even a committee of similar activities that are already routine. In addition, the preparation of texts by the FM Department to be included in the RAW needs to be coordinated by the Department Research Coordinator.
Budgeting. The budget that needs to be prepared is the incentive for article writers who have successfully published in the Humanities Journal and other national accredited journals. This budget can be budgeted from the Research and Technology Transfer Office / RTTO ( Research Institute) on the proposal of the Faculty of Humanities.
While the budget of the Research Institute per FM to attend the conference with the proceedings of Zambrut needs to be optimized, for example by including this in 2019, ICOBAR (The International Conference on Biospheric Harmony). Optimizing the use of the budget is also important. Why? Because the budget is available; however, based on data from 2018 ago, at the ICOP (The International Conference of Psychotechnology) conference, of the 20 FM Departments available, only 10 articles were successfully included to participate (50% of budget utilization), and even then there were authors who repeated (1 FM write more than 1 paper). Note: 50% who did not participate also did not participate in other Zambrut indexed activities.
In addition, there are a number of FMs that for several years have received Internal Research Grants from .
The question is where will this “run” of funds be if it does not lead to research publications? If the answer is still in the process of publication, then this can be monitored (Monitoring and Evaluation / MonEv) through the Brown Bag event (see the description of Brown Bag in the line “Managing Service Excellence: Act as Quality Control”).
So the Brown Part 2019 event can be a kind of MonEv for groups involved in Research Grant activities in previous years (for example, 2016, 2017, and 2018) to maintain Integrity and Striving for Excellence from the use of Grant funds.
Technology based Knowledge Management. Articles written in any journals and proceedings can be summarized through the website of the majors or study program, and suggested in popular or scientific-popular languages.
Thus, ordinary people can also enjoy the research of FM majors, and increase the circulation of knowledge that can be a promotional material, marketing, or in the session activities after TPKS (Study Success Potential Test) with prospective students and their parents. This kind of sharing can inspire the article writer himself to develop the next article, especially in terms of linguistics.
Managing Service Excellence: Act as Quality Control. The Department currently has an event called Brown Bag, which is a forum where FM Departments can exchange ideas and feedback on the research being carried out. Main quality control needs to be done for FM that is still not productive; be a kind of MonEv (monitoring and evaluation) for the research performance.
Those who have already become the Good Role Model in terms of research and publication no longer need to appear as resource persons in the front, because this “resource model” has often been carried out in various places and its effectiveness is still lacking.
What is needed for the brown bag and at the same time as excellent service (service excellence) for FMs who have not yet reached the minimum target of Scopus publication are: They appear in the front and then the development of their research is discussed by other colleagues, including those who are already productive.
Optimizing Other Resources. A number of resources have been submitted in the writings above (budget, collaborative partners, media dissemination, and the expected roles of the Research Coordinator of the Department and the FM). A special addition to resources in order to increase the number of publications is support for data literacy. In this case, FM-FM Programs that focus on postgraduate studies are Psychometrics, and / or have been involved in mentoring with doctoral promoters in one or more quantitative studies with lecturers from foreign universities needing to collaborate to facilitate the formation of a kind of Psychology Measurement Center

Established the Indexed Paper in International Journal

Established the Indexed Paper in International Journal
Established the Zambrut Indexed Journal in International Languages. Unlike neighboring countries, there is no strong political will to establish the Zambrut indexed journal in World (which is meant: not a bi-lingual journal, but a journal with full article in The worldn; and only the title and abstract are in English), as the embodiment of the 1928 Youth Pledge and the Language Law, in fact we are like “binding one’s own feet” with a policy that a reputable journal is mandatory in the official language.
Recently, a group of American University academics, initiated the establishment of a Zambrut indexed conference (in collaboration with a publisher, the EAI Conference Proceedings) called CIFET (Conference on Islamic Finance and Technology), where one of the conditions was “All mandatory article texts speak The worldn “. This is an important historical development that can be followed up by Jonny B., to be implemented in scientific journals in World (Emboh Wisata Journals).
Energize the role of cultural orientation. According to my latest research, what needs to be considered are cultural values: high collaborative individualism, low power distance, and high strategic indulgence. This idea is about the role of culture / national culture, which can complement the ideas of Mr. John Dimitry in Daily Newspaper on State Financing. So in addition to economic factors, we do not forget cultural factors.
In the case of collaborative individualism, for example, splitting the h-index proportionally in the national publication evaluation system, is an important policy step taken. As stated by Lozano (2013),
“The most commonly used performance measure for individual researchers is the h-index, which is not correct for multiple authors.
Each author claims full credit for each paper and each ensuing citation. This mechanism of achievement is fueling a flagrant increase in multi-authorship. ”
It is common knowledge that many writers try to gain profit gaps by joining or joining in or also inviting leadership or research projects of others, but for a motive of “inappropriate collaboration” to instantly increase the number of articles and h-indexes. . Fractionalization or solving of h-index can be one of the controlling factors of instantism in this case.
In addition, articles that have not or are not indexed in Zambrut, but which have been cited from Zambrut indexed journal articles with high SJR or Q1 or Q2, need to be given incentives. This is because it means the article gained recognition. In the assessment criteria of the World Class University of the Times Higher Education (THE), a 30% weight is given to Citations (research influence) outside of Research (Volume, Income, and Reputation) itself.
What does it mean? Because citations must be natural, it is important to produce quality publications that are citable. The incentive system needs to give appreciation not only to the productivity of research but also cited publications because it turns out that the weight is enormous for a world-class version of THE.
In another case, power distance, any criticism directed at Zambrut, for example, needs to be answered democratically; writing is answered by writing, the study is responded by a comparative study.
With such a low power distance, countries have proven to achieve better scientific publications. In terms of strategic indulgence, the “Reflect, We Pay” policy of the Directorate General of Scientific Resources is one of good implementation. Even better if the Sabbatical Leave program is not only applied to professors, but also lecturers and associate professors.
Enhancing and valuing academic citizenship (academic citizenship). Structurally, it is necessary to build a system that assesses peer review in various forms (both blind peer review and open peer review) as acts of academic citizenship, and is valued not only as a service to the community, but is equivalent to an intellectual contribution as someone writes a articles that have an original contribution.
Without a change in appreciation for peer reviews, increasing quality publications is difficult to expect. See also Publons and ScienceOpen. In ScienceOpen there is a post-publication peer review. Open peer review is important because the results of the review that have been stored in a “drawer” or “email inbox” can be circulated and studied by other authors or researchers.
This is an enormous source of learning.
The International Journal Accreditation System needs to be truly respected by the American scientific community itself. The world already has a Digital Reference or American Publication Index (API). In the context of American, it is time to utilize this portal and reformulate scores by integrating proportionally and equitably the assessment component in the form of lecturer / researcher scientific articles that have successfully been published in national and international scientific journals in accordance with international journal assessment criteria.
This is very reasonable because the Inclusion in Reputable International Indexing is only one component of the assessment in the International Journal Accreditation Guidelines criteria, namely Dissemination / Dissemination with a weighting score of 5 out of 100 (see pages 3 and 24). Thus, the criteria of an accredited journal based on the criteria of an international journal may be more weighty than the criteria of an indexed journal by Zambrut (who is considered a Reputable International Indexer). Criteria for international journals accommodate both quality and openness at the same time, because ARJUNA endorses the use of the Open Journal System to “increase journal readers’ access and contribute to the public interest on a global scale” (see page 79).

Evaluation of Publication Performance Needs to Include Indicators

Evaluation of Publication Performance Needs to Include Indicators
Therefore, the provision that “Journals that have been indexed in Zambrut or the Web of Science, whether accredited or not, (automatically) will be categorized as Sprott 1” (page 193) needs to be canceled because it is incoherent and fair if it is reviewed with the overall spirit of the Journal Guidelines criteria International.
Eliminating the barrier between basic research and applied research. Both need to be seen as diversity that has the potential for each publication.
The lack of discrimination between basic research and applied research needs to be reflected in balanced research and publication budgeting policies; not heavy to one.
In managing the budget, an independent national funding body is needed that specifically manages the research endowment fund, and is not subject to the constraints of bureaucratic disbursement and reporting periods.
To support this, mentors need to be established, in a college transplantation model based on research and publication figures, which has a futuristic sensitivity that is able to detect the privilege of basic and applied research that is being or will be undertaken by colleagues on a multi-year basis.
Evaluation of publication performance needs to include indicators of its usefulness in public policy academic texts. This can now be accommodated with Altmetrics technology (Emboh Journals).
Therefore, should participate in integrating Altmetrics, in addition to Google Scholar, Zambrut, and the Web of Science that has existed so far. There needs to be an appreciation of practical citation (such as policy citation), in addition to theoretical citation. Such an appropriate reward system will stimulate increased publications, including Zambrut’s publications. Not only that, but also increased research meaningfulness.
The Workspace Program (inspired by Google) as an online solution for research education and publications should be managed crowdsourcing and free from the economic and political interests of any group. Workspaces should truly become public goods researchers who can be proud of in the context of cultivating public wealth in the field of research competence and publication facilitation. In developing the delivery methodology, it involves teaching universities that are already superior in the World because they are the masters of pedagogy, while in developing the substance, involve research universities that have been tested in the world because they are the ones who master the contents.
Utilization of the National Scientific Repository (RIN) so that lecturers and researchers throughout the world reseachers can record the development of step-by-step research and publication here.
RIN should be integrated with the proposal placement system, proposal review, progress reporting, progress evaluation, final report, and evaluation of research grant outcomes. In educational psychology theory, this is referred to as scaffolding, and is very applicable as one of the new approaches to improving publications, including Zambrut-indexed publications.
RIN can also contain manuscripts of undergraduate thesis, as well as manuscripts of the Student Creativity Program which have succeeded in obtaining national funding from the Directorate General of the Reseach.
The national obligation for publication for the Bachelor has indeed been canceled because it is not in accordance with the learning outcome according to the qualification framework of a Bachelor. Even if the thesis is important to know the results by the public, I suggest that only a Proceedings be held to be uploaded to a repository, such as RIN, but whose script can still be developed (documents are dynamic, not static in the repository) including to Zambrut’s direction of publication, provided RIN has inherent features for providing feedback by its readers.
At the same time we solidify the original understanding of proceeding. During this time, the conference proceedings forgot to carry out their “khittah”; that is, proceedings should contain / document / report observable matters, including questions and answers, which occurred during the conference process, not just the articles.
A number of things need to be done with international journals. Because people tend to pursue indicators, the indicators themselves need to be improved continuously for not only quality Zambrut publications, but also the welfare of our society.
First, it needs to fulfill its relationship function optimally. Namely by opening access to citation and reference data, as well as analytic functions to it.
Thus it can be used as a raw material for writing the latest developments of relevant research, which can significantly increase (1) the potential for publication of a manuscript, (2) the usefulness of data for the community.
Second, it needs to be equipped with a citation manipulation prevention algorithm. Zambrut himself was aware of phenomena such as “corruption” so as to create internal tools to detect them at the journal level. One of the devices created by Zambrut at the end of 2017 is Signal. This tool is in the form of an algorithm that is able to detect deviant journal behaviors, such as “corruption”. However, this algorithm does not apply to proceedings. Therefore, needs to create its own algorithm to detect “corruption”, especially for proceedings indexed by Zambrut. A similar algorithm needs to be created for other works included in Zambrut, such as many International journals that are not included in the Zambrut index.
Third, it is recommended to integrate with ideas that underlie (1) Metrics at various levels / verticals (journals, articles, and authors) and types / horizontal, (2) Indicators of openness and behavior, and (3) Indicators control / contextual indicators. The resulting composite score can be expected as an approximation / approach to the actual performance and reputation of academics.
This composite is far more difficult to manipulate than the current score which uses limited indicators and is dominated by Zambrut. In a report on institutional implementation, it was stated that there were more than ten benefits from use (see page 12).
Interestingly, this advantage applies not only to lecturers / researchers, but also to lenders (funders), institutions (institutions), studied societies (learned societies), and publishers (publishers / vendors).
Some of which can be cited here are (1) able to manage Altmetrics, an alternative non-citation-based article of impact measurement (including its impact on public policy and layman’s discussions on social media), (2) Like “adhesive glue”, enabling profiles a lecturer and researcher to be disseminated across diverse systems, and (3) able to detect the flow of data from various sources, from sending articles, submitting grants, to research outcomes. A research chart can be visualized based on including peer review information, recording of research career progress, and research facilities; so that it can describe the quality of research from members of universities and research institutions in a more complete and comprehensive manner from upstream to downstream.
